Анотація
Дисертація на здобуття наукового ступеня кандидата економічних наук за спеціальністю 08.00.05 - розвиток продуктивних сил і регіональна економіка.
Досліджено еволюцію поглядів дослідників та практиків на становлення
електроенергетичного ринку; концептуалізовано змістовну характеристику та
окреслено тенденції розвитку електроенергетичного ринку. Синхронізовано
огляд еволюції поглядів на становлення електроенергетичного ринку від початку
становлення цивілізації до сьогодення. Доведено необхідність посилення
енергозберігаючої моделі, яка відображена в енергетичній стратегії, яка в свою
чергу охоплює три етапи та уніфікована за цілями.
Здійснено моніторинг нормативно-правового забезпечення функціонування
електроенергетичного ринку, закордонного досвіду процесів реформування
ринків електроенергії. Для розрахунку рівня ефективності функціонування
підприємств електроенергетичного ринку Західного регіону України
використано ряд показників, які ми згрупували в межах певних відповідностей. Узагальнено цілі для усіх державних утворень європейського типу охоплюють
різні умови залежно від специфіки кожної країни, але загалом уніфіковано
наступним виглядом.
Охарактеризовано стратегію реформування електроенергетичного ринку
Західного регіону, запровадження ефективного організаційно-економічного
механізму реформування енергетичних ринків. З’ясовано стратегічні орієнтири
ефективного запровадження організаційно-економічного механізму
реформування електроенергетичного ринку, що передбачає з’ясування суті та
значення останнього. Окреслено потенційні можливості національних та
регіональних електроенергетичних ринків шляхом застосовування
альтернативних джерел енергії.
The dissertation on competition of a scientific degree of the candidate of economic sciences on a specialty 08.00.05 - development of productive forces and regional economy. The evolution of the views of researchers and practitioners on the formation of the electricity market is studied; the content characteristics are conceptualized and the tendencies of development of the electric power market are outlined, the structure and interaction between subjects in the studied market of the region are specified. The review of the evolution of views on the formation of the electricity market from the beginning of civilization to the present is synchronized. The need for energy resources for the uninterrupted life cycle of mankind has been clarified. The need to strengthen the energy-saving model, which is reflected in the energy strategy, which in turn covers three stages and is unified in terms of objectives, mechanisms, and periods of reforming the electricity market, is proved. The unified energy system of Ukraine is characterized, a high degree of monopoly and centralization of the electricity market of Ukraine, the need to merge it into one energy structure, which in turn provides directions for its regional reform and the emergence of an optimal model that will further liberalize the market to European realities. The priority directions of the national policy of the electricity markets of the region for the period 2020-2023 are specified. Monitoring of regulatory and legal support for the functioning of the electricity market, review of foreign experience in the processes of reforming electricity markets, applied the appropriate methodology to determine the effectiveness of the Western regional energy market. To calculate the level of efficiency of the electricity market of the Western region of Ukraine, we used some indicators, which we grouped within certain correspondences: relative indicators of property assessment and efficiency of enterprise property use, relative indicators of liquidity analysis, relative profitability indicators, relative financial stability indicators. Also, to calculate the level of efficiency of the electric power industry of the western region, we use indicators related to the electricity market in general, these are target indicators of oblenergo, technical indicators, the actual quality of call center services, electricity market indicators, targets oblenergozbut, actual value indicators of the quality of service provided by the call center, payments for electricity to consumers and energy supply companies. The generalized goals for all state formations of the European type cover different conditions depending on the specifics of each country but are generally unified as follows. The strategy of reforming the electricity market of the Western region is characterized, the priority directions of the introduction of the effective organizational and economic mechanism of reforming of the energy markets are concentrated, recommendations concerning prospects of development of the sector of alternative energy are given. The objects of reforming the electricity market should be considered regional electricity networks, market and information environment, financial and credit support, integration processes, human resources, corporatization, communication. The strategic guidelines for the effective implementation of the organizational and economic mechanism of reforming the electricity market, which provides for clarification of the essence and significance of the latter, which should be understood as a set of forms and methods of influence of the state and regional authorities, and internal organization of electricity: planning, organization of interaction, coordination, motivation, and control. The potential of national and regional electricity markets through the use of alternative energy sources is outlined, where an important role in this process is given to environmental and legislative instruments of influence and public opinion.
